  2. The World Congress brings the forces on Earth together. The System convenes it so each planet's leadership can vote on System event opportunities and resources, and attendance depends on being a leader of a Pylon City. A chapter is titled 'World Congress: Reunion'.
  3. Jake uses it mainly to meet old friends and leaves the politics to others.
  4. The Congress shows more opportunities in the future for Jake and the other Earthlings, and everyone starts preparing for them.
